Adoption

On May 7, 2024, on Commission Order 227-2024, the Boone County Commission re-adopted the Boone County Zoning Regulations including revisions to Section 2 Definitions, Section 15 Administration, and the addition of Section 30 Solar Energy Overlay District (SEOD). The fee schedule was adopted June 2024. See our Forms & Fees page.

Intent

To establish requirements to safely locate, build, and operate utility scale solar power generation facilities and to establish standards to minimize and or mitigate impacts to the public infrastructure and ensure removal of obsolete or abandoned facilities.

Process

The Planning and Zoning Commission will hold a series of work sessions with Resource Management staff to develop draft regulations. When the draft regulations are complete, the Planning and Zoning Commission will schedule at least three public hearings. There will also be an open comment period during which concerned parties may submit written comments.

After the hearings and public comment period, the Planning and Zoning Commission will review and consider each comment and may request additional changes to the regulations or they may make a recommendation to the County Commission.

The County Commission will then hold at least one public hearing to hear public comment, The County Commission may hold work sessions with Resource Management staff prior to scheduling a vote. The County Commission may vote to either approve or deny the regulations, or they may refer the regulations back to the Planning and Zoning Commission for further review.
