Complaints and Commendations

Boone County Joint Communications is not an investigatory body. For active emergencies, call 911; for non-emergency public safety needs or to speak with an officer, please contact 311.

Boone County Joint Communications is committed to maintaining the public's trust. To that end, we have established an internal review system built on fairness and accountability. We take every complaint seriously, and we ensure every commendation is brought to the attention of the employee and their supervisor.

We welcome hearing about positive experiences community members have had with our agency's staff, and we are glad to pass along that recognition.

Complaints and commendations may be submitted anonymously; however, investigators can conduct a more complete review when they can reach the person who submitted the complaint to ask clarifying questions. Complaints submitted with contact information will receive confirmation of submission by an investigator within three (3) business days. Once the review is complete, investigators will contact complainants with the findings and conclusions. Complainants who do not respond to investigators within seven (7) business days will be presumed to have no additional information to provide.

The Director, or a designee, assigns each complaint for review. Shift Supervisors may be assigned matters involving policy or procedural violations, such as discourtesy, improper procedure, and service-related complaints. The Deputy Director investigates allegations of discrimination, harassment, or criminal offenses. Matters involving criminal offenses may also be referred to the Boone County Sheriff's Department for investigation.

All complaints are investigated to a conclusion of fact. Findings are as follows:

  • Sustained - The allegations made in the complaint are supported by enough evidence to justify disciplinary action.
  • Unfounded - The allegations made in the complaint are either not supported by enough evidence to conclude that an employee has acted in a manner to justify disciplinary action, or the allegations are found to be in error.
  • Inconclusive - The allegations are not supported by enough information to make a definitive conclusion of facts.
  • Exonerated - The allegations made against an employee were sustained, but the actions were found to be within the policy and procedural guidelines of BCJC.
  • Other Misconduct Discovered - The allegations made in the complaint are not supported by fact. Still, during the investigation, the investigator may discover other misconduct or policy and/or procedure errors by the employee that justify disciplinary action.

Submitting a Complaint or Commendation

Commendations and complaints may be submitted online or by phone, twenty-four hours a day, seven days a week. Please provide as much detail as possible when completing the contact form. Helpful information includes the date of occurrence, the nature of the incident, the CAD incident number, the address or phone number associated with the incident, and the names of any individual(s) involved.

Accreditation Public Comment Portal

Boone County Joint Communications is dedicated to upholding accreditation standards through the Commission on Accreditation for Law Enforcement Agencies (CALEA©). As part of this accreditation, we invite members of the public to share their feedback through this portal. The purpose of this public portal is to receive comments regarding an agency's compliance with CALEA© standards, engagement in the service community, delivery of public safety services, and overall candidacy for accredited status. These comments may be commendations or concerns. The overall intent of the accreditation process is to provide the participating agency with information to support continuous improvement and foster the pursuit of professional excellence.

IMPORTANT: CALEA© is not an investigatory body and subsequently the public portal should not be used to submit information for such purposes. Additionally, there will be no response other than acknowledgment to submissions; however, the information will be considered in context to its relevancy to compliance with standards and the tenets of CALEA© Accreditation.
