911 and 311 Service Fully Restored for Boone County Joint Communications

COLUMBIA, Mo. (May 4, 2026) - Lumen has repaired the fiber break that caused the earlier phone service disruption affecting external 911 and 311 calls into Boone County Joint Communications. Both 911 and 311 services have been fully restored.

Residents should call 911 for emergencies and may resume calling 311 for non-emergency public safety assistance.

Earlier Wireless Emergency Alert messages and a press release notified the public of intermittent issues affecting some external 911 calls and a complete outage affecting external 311 calls. Boone County Joint Communications worked with Boone County IT to identify and implement a workaround for the intermittent 911 issues. That workaround was successful while Lumen continued work to resolve the broader service disruption.

During the disruption, Boone County Joint Communications used available call-tracking resources to identify inbound 911 calls that may not have connected to the communications center. Employees monitored those calls and made outbound calls to individuals when needed.

Lumen has identified and repaired the issue. Preliminary information indicates the disruption may have been caused by vandalism affecting fiber infrastructure.

Boone County Joint Communications and the Boone County Office of Emergency Management appreciate the public’s patience and cooperation during the disruption.
