Background and Mission

The County Commission established the Purchasing Department in 1995. The Purchasing Department provides centralized coordination of County procurement activities and establishes formal criteria and purchasing regulations used throughout the County. Its primary objectives are to ensure consistency across departments/offices, protect the public interest, and promote fair competition among vendors. The department also coordinates the disposal of County fixed assets.

The department's mission is to establish purchasing criteria and regulations that ensure fairness and protect the public interest while avoiding unnecessary, conflicting, or overly burdensome requirements. All purchasing policies, regulations, and procedures developed and approved by the department shall, where possible, be standardized across departments and aligned with generally accepted purchasing principles.

All purchasing activities will maximize the benefits of competition to the greatest extent practicable through formal advertising or sealed bids, when appropriate, and encourage participation from all qualified suppliers. The department will maintain ethical and impartial relationships with all suppliers while effectively achieving its purchasing goals and objectives.
